Malware known as PsiXBot has to be present on a users Windows computer. If it is present it can open the camera, record video and send it to a server. The software is thought to be present on thousands of computers worldwide.
This belongs on Someone paid money to a botnet to spam out blackmail. They don't have video of you spanking the monkey it is simply not worth the effort.
