The US, Europe and China have starkly different visions of how to manage and regulate AI. But at Bletchley Park, they promised to work together.

| The world’s top technology powers have pledged to jointly tackle the potentially “catastrophic” harms of artificial intelligence, setting aside their geopolitical rivalries and their competing visions on how to manage the rise of the machines.

Until President Joe Biden issued an executive order on AI this week, the American model was to try and get the companies to regulate themselves, while the EU wants to lay down the law, and Beijing prioritises its ability to use AI as a coercive political tool.But Mr Husic said that “working as one-off countries” was too difficult when facing the profound risks and opportunities of fast-evolving AI – prompting a bigger effort to meet in the middle.

But it was unclear just how coordinated the group of countries would be. US Vice-President Kamala Harris used a speech in London to confirm that the White House would set up an AI Safety Institute, which duplicates a British initiative. “We are especially concerned by such risks in domains such as cybersecurity and biotechnology, as well as where frontier AI systems may amplify risks such as disinformation,” the officials agreed.

He also said the US had this week taken a step back from “a laissez-faire, self-regulatory, let-the-market-sort-it-out” approach, because the White House’sThe Bletchley Declaration did put the onus on technology firms to step up, even if only on a voluntary basis.
