Senate President Pro Tempore Ralph Recto on Sunday lauded the Department of Information and Communications Technology (DICT) for deploying a “SWAT” or “Special Wi-Fi Access Team” to earthquake-hit Batanes.

Recto said what DICT did in Itbayat, Batanes should also be done in areas “facing the same trying circumstances.” The deployment of the “SWAT” teams enabled Ivatans to call worried relatives and allowed rescuers to fully synchronize their work.

“Communications should be a constant—before, during and after a calamity. In this age, a cell phone, especially one hooked up to a broadband, has become a lifesaving device,” Recto said. Recto believes that the “mission-oriented” DICT Secretary would be able to “fix the bugs of this program and implement a catch up plan.”
