The Department of Information and Communications Technology is set to come up with proposals as alternative to the current elections system following President Duterte’s call to dispose of the Smartmatic as the technology provider for the country’s elections.
“We are going to come up with options for the consideration of Comelec so that it may be able to reach the next election. We will have options to be presented to the Comelec, this committee, and the people of the Philippines as a whole, maybe as early as before the end of this month,” he said. The DICT chief did not specify if the “options” he mentioned only involves the replacement technology provider for Smartmatic, or the proposals to adopt a new elections system for the 2022 national elections.
Pimentel said he will file in the 18th Congress a bill that would authorize the use of a hybrid elections system for 2022. This, he said, will allow voters to “witness the counting” in their precincts and make sure that their votes are secured. In the hearing, Smartmatic clarified that it had no hand in the malfunction of 1,051 vote-counting machines in the recently concluded polls since the Comelec purchased the machines in 2018.
