That being said, F9: The Fast Saga already featured a number of flashback scenes that shed light on Dom's past. Dom as a character has now been quite extensively explored to the point where it feels like there's not a ton of meat left on the bone in terms of how he can be further fleshed out. If a Fast & Furious origin story were to move forward, it would possibly be better served to focus on a supporting character whose past remains somewhat mysterious.
Kang's Han already has an origin story of sorts, with the character actually first appearing in a film called Better Luck Tomorrow in 2002 before then later being incorporated into the Fast & Furious franchise. His love interest Gisele, however, could be an interesting subject for an origin story. Not much is known about Gisele's past, but she is shown to be proficient with weapons, likely due to past combat experience.
