The starting point - is to sue the people who made and program them. The best and peaceful example is the court case in Russia where authorities as experiment made a crazy software in cooperation with cameras to search a strange persons entering metro, it found one = court.

Russia and US may both not want international killer robot laws but look where Russia was with its military robot on display in 2015 - 'Putin is impressed' (look for wild emotion in his face!]
And also I recall Russia had already said they had zero interest in such a cap.
We have had fully autonomous radar directed gun systems since at least the 70's i.e. CIWS/Phalanx. Probably earlier. This is 40 to 50 years old at a minimum so why the excitement now?
