I already live in a 15 minute city (school, grocery, park), 30 minute city (hospital, waterfront trail, doctor), 45 minute city (family, work), 1+ hour city (theatre, concert, cottage, sporting event) - how does this change this? Or is it about restricting movement? No trust!
A 15 minute walk and a 15 minute bike ride are two very different measures. What are 'major services'?

Nobody with a functioning brain wants 15 minute cities.
If that idea came 2 years ago, everyone would be happy jumping. But since people learned that some unelected groups decide things for us and that governments like power grabs, people stop trusting the authorities and see how 15 min cities easily convert into prisons.
When they plan to implement a pass system to leave it then will you wake up?
