Councils leaving drivers who struggle with technology unable to pay

Thirteen councils across England and Wales have become totally cashless. In the past 15 months, those that are cashless have collected £257 million in fines. In areas where all car parking machines take cash, £158 million was raised.

The capital city in the US state I live in has done this. I live 20 minutes away, great restaurants, arts, etc. I don't bother, just not dealing with it- and here, in some areas you have to schedule your parking space online. I don't need anything they have that badly.
