In Canada the govt subsidizes rural internet and regulates the isps under federal framework. You could use more of that.

This doesn't surprise me. We subscribe to the fastest broadband offered by ATT&T, however, I must phone support and complain about slow speed and then, voila, our internet speed improves! Rip off!
