MONTREAL — Rio Tinto and the Quebec government are investing $375 million to build a demonstration plant that will use carbon free aluminum smelting cells at the company's Arvida smelter in the province.

The company says the pilot operation is a critical step toward full-scale industrialization of the Elysis technology which eliminates direct greenhouse gas emissions from the smelting process. WASHINGTON -The U.S. Supreme Court blocked an Environmental Protection Agency regulation aimed at reducing ozone emissions that may worsen air pollution in neighboring states, handing a victory on Thursday to three Republican-led states and the steel and fossil-fuel industries that had challenged the rule. The 5-4 decision granted requests by Ohio, Indiana and West Virginia, as well as U.S.
